In practice, you probably shouldn’t. IRA contributions made when you have a retirement plan at work are probably going to be considered “non-deductible”. By doing this, you open yourself up to extreme tax complications.  So, yes you can but you may not be able to deduct the entire amount of the IRA contribution from your taxes.
